I and I

I and I Regulation
  Section 921 of the City's Codified ordinances deals with regulating sewer flows. The purpose of having I and I regulations is to keep clean water clean and sewage limited to just that, sewage and "grey water". Keeping the sewers separate minimizes costs for sewage treatment at our plant, and reduces the likelihood for sewer backups.
     
    Inflow is a direct connection of clear water into the wastewater collection system.
   
    Infiltration is an indirect connection of clear water to the wastewater system.
   
 
Inflow
    Inflow is usually traced to sump pumps (used by many homeowners to keep groundwater out of basements), roof downspouts, and foundation drains (aka clear water) that are connected to the city's sanitary sewer system. Sump pumps are often connected to the sanitary sewer system via a hose leading from the sump to a laundry tub or a floor drain.
     
 
Infiltration
    Infiltration results from groundwater seeping into cracked sewer lines, manholes or deteriorating lateral connections, and requires sealing of the wastewater collection system.

Why is I and I a problem ?
  Clear water reduces capacity in the City's wastewater collection and treatment system and during heaving rainfall, can cause sewer backups and overflows.

Why are cities being asked to reduce inflow and infiltration ?
  Because all estimates point to a cost in the millions of dollars to build the infrastructure just to convey the excess flows to wastewater treatment plants. Further, costs to expand treatment plants are also prohibitive due to the lack of available building space and the sheer unique type of construction required.

So, Why should you care ?
  Your sewer may overflow....
First, I and I may affect your home - clear water reduces capacity in the City's wastewater collection and treatment system and, during heavy rainfall, may cause sewer backups and overflows.

What is the City doing about it ?
  Most recently, the City completed a series of "smoke tests" west of Whittlesey Avenue, which revealed several hundred locations of I and I, and letters were sent to those homeowners. Thanks to these homeowner's cooperation and belief in the I and I program, many downspouts were disconnected and sump pumps were re-routed to reduce the amount of clear water being placed into the sanitary sewer system. The result of this is more capacity in the sanitary sewers for future development and reduces the likelihood of basement backups and Combined Sewer Overflow (CSO) events.
