Utility Billing
The City of Norwalk provides water and sewer service to residents and businesses. Water service is required to be placed in the property owner's name. Property owners are responsible for service and charges. Water bills may be mailed directly to tenants if authorized in writing by the property owner. Persons applying for water service may do so in person at the Utility Billing Office located on the first floor of City Hall, 38 Whittlesey Avenue or initial contact for service may be requested by phone. No deposit is required to sign on for water and sewer service. However, a signature is required and a social security number is requested (but not required) or date of birth and driver's license number. A signature is required within five days from the date the service is to be started or the water service will be discontinued until a signature or letter of authorization with the required information is received. A 24-hour notification to the Utility Billing Department is required for changes in water service (transfer, final readings). Utility bills are mailed approximately on the 6th of each month and are due on the 19th of the month. If the 19th falls on a Saturday or Sunday, please refer to your bill or the community calendar for revised due dates. Payment not received or postmarked by the U.S. Postal Service by the due date are subject to a 10% penalty. Charges not paid by the last working day of the month will be cause for the service to be disconnected. If water is shut off for non-payment, a $50 non-refundable turn-on charge is required for service to be reinstated in addition to payment of past due amounts. We accept Visa, MasterCard, Discover Card, cash, checks, and money order. Payments can be made at City Hall, Schild's IGA, Gardner's SuperValu, or in one of the city's night deposit boxes - located on the front of City Hall and the drive-in the front of the Police Station. If an account is past due, the payment should be made at City Hall. You can save time, checks and postage and never have to worry about late fees by taking advantage of our free, convenient ACH debit option to pay your bill. Simply stop by the office and ask for a Direct Charge Authorization Form, or download the form from this link: Direct Charge Form. Complete the form and mail it back to us along with a voided check. We will automatically deduct the payment for your bill on the 15th of each month. If your water bill is higher then normal it may be due to an increase in consumption or usage. Your usage may have changed due to more people in the home, filling a swimming pool, a drippy faucet, or a toilet running. We have dye packs available that may be used to check for toilet leaks.
